		<description>I don&#039;t get it: what is the technical limitation that gets in the way? can you give an example? say I&#039;m subscribing to a service provider in a prepaid plan, you&#039;re saying that they can&#039;t offer me &quot;web access&quot; or &quot;funtone&quot; services? how come?</description>
