I guess the GPS analogy is where we have been in terms of IT systems - i.e. the OSS only serves one function say providing support for voice. Now we are in a multi-play world  (i.e. customers want more than one service - like broadband plus video) you are correct the single purpose analogy breaks down.  
Perhaps the GPS analogy needs to be updated and we should think of a platform, like an apple iphone or android device,  running a GPS app.</description>
